The Association will promote, on August 31, a free online event with industry experts to discuss the topic

Sao Paulo, August 25, 2022 – The Startups Legal Framework introduced changes to the innovation ecosystem and opened the way for public bodies and companies to establish a Public Contract for Innovative Solutions (CPSI) with startups. Aware of this scenario, ABES – Brazilian Association of Software Companies will promote, on August 31st, an event with the participation of specialists in the sector, in which it will launch the Guide on the Special Regime for Public Procurement🇧🇷 Registration for the event, which will be free and with translation into pounds, can be done at this link, and the broadcast will take place live from 8:30 am on ABES channel on Youtube.

Sanctioned on June 1, 2021, the Legal Framework for Startups (MLS) provides for the Public Contract for Innovative Solutions (CPSI), a bidding process that allows public managers to test solutions to solve problems in Brazilian public management. Inspired by the open innovation model, the MLS bidding process allows the manager to present problems to the innovation ecosystem and select the solution with the greatest capacity to face them.

“In the current context in which public purchases are primarily based on the lowest price criterion, the MLS presents itself as an opportunity for public managers to review their practices when selecting innovative solutions. By making this Guide available, ABES demonstrates its understanding that making purchases based on cost-benefit criteria, focused on problem solving, has the potential to generate benefits not only for public management, but also greater dynamism in the startup ecosystem” , declares Paulo Milliet Roque, President of ABES.

ABES guests for the launch webinar of são Guide on the Special Regime for Public Procurement are Thaís Gomes (Lawyer of the Innovation and Startups team at Elias, Matias Advogados. Postgraduate in Business Law from PUC/SP), Guilherme Dominguez (Co-founder and CEO of the Startup Acceleration Program BrazilLAB; Master in Administrative Law from PUC/ SP), Marcos Pinto (Director of Innovative Entrepreneurship at the Ministry of Science, Technology and Innovations – MCTI), Susana Santos (Leader of the ABES Public Procurement Committee and Legal Specialist of Neoway), Cassio Spina (Leader of the ABES Startups Committee , President of Anjos do Brasil and Investor), and Paulo Milliet Roque (President of ABES).
