IPM Sistemas' solution also made Palhoça reach maximum index in the last analysis

 

The score of the Santa Catarina municipality of Biguaçu, in Greater Florianópolis, grew by around 40% in the last edition of the National Transparency Ranking. The data, collected in May 2016 by the Anti-Corruption Chamber of the Federal Public Ministry, show that there has been progress in the quality and availability of information on municipal public management. Last year, evaluators did the same analysis and gave the city a 6.6 rating — on a scale of zero to ten. In the last analysis, the index of 9.1 was reached.
 
A few months before the second assessment, the city of around 63,000 people adopted the Transparency Portal from IPM Systems. The platform, developed by the company specializing in solutions for municipal public management, meets the main criteria observed in all Brazilian municipalities for the composition of the ranking. It facilitates the full and permanent availability of administrative information about the city, so that citizens can access the data at any time and monitor the application of resources paid by them through taxes.
 
As the portal is updated automatically, there is no risk of data being entered incorrectly, nor of any type of tampering occurring. entirely based on cloud computing, the information circulates among all the systems developed by IPM and used by the city. According to the director of Information Technology of Biguaçu, Eduardo Jonker, this reflects that efficiency has improved significantly. “Before the system was implemented, the city had 132 pending issues to be corrected through Conduct Adjustment Terms (TACs) with the Public Ministry. Now, we receive praise from the courts for the good performance”, he says.
 
A similar advance took place in Palhoça, about 30 kilometers away from Biguaçu and also belonging to the Greater Florianópolis region. The city has almost 155,000 inhabitants, who since 2014 have been able to follow in detail how managers are managing it. In the first survey, the score was 5.5 points; this year, the maximum: ten.
 
The person responsible for the Information Technology area of the municipality, Anderson Medeiros, says that since when Transparency Portal started to be provided by IPM, in 2014, more than 315 thousand accesses were made. “We are complying with a legal determination, but having a functional and efficient solution even serves as an internal guide for our actions as public servants”, he concludes.
