Regulatory harmonization has emerged as a fundamental element to optimize business efficiency in Brazil, reducing legal uncertainties and leveraging innovation. This was the core of the event “LGPD, Cybersecurity and AI Governance“, promoted by FecomercioSP and the LGPD Business Forum, with the support of ABES and the National Institute for Combating Cybercrime (INCC). The meeting took place on February 11, 2025 and brought together representatives from various entities and experts in the sector.
Throughout the event, the need for convergent laws in the areas of data protection and cybersecurity was emphasized, as they are considered essential to ensure legal certainty, foster economic sustainability and increase the country's international competitiveness. The main highlight of the event was the launch of the LGPD Forum's Priority Agenda for 2025. Signed by 27 entities, this agenda aims to support the priorities outlined by the National Data Protection Authority (ANPD) and addresses several priority items, including:
- Strengthening the ANPD to ensure legal certainty;
- Establishment of a National Policy for the Protection of Personal Data and Privacy;
- Promotion of regulatory harmonization and state policies for the Brazilian Digital Transformation;
- Completion of the regulation of topics initiated by the ANPD;
- Implementation of less bureaucratic mechanisms for International Data Transfer with legal certainty;
- Prevention of regulatory overlap in Artificial Intelligence;
- Encouragement of Regulated Self-Regulation;
- Encouraging openness and access to public data;
- Harmonization of the interpretation of the LGPD by the Judiciary.

Reducing regulatory complexity
“As digitalization increasingly penetrates various sectors, the importance of reducing regulatory complexity becomes evident. Such complexities not only generate additional costs, but also represent significant obstacles to innovation, and ethics is an issue that requires constant attention,” highlights Andriei Gutierrez, vice president of ABES. ), Thomaz Côrte Real (ABES legal consultant) and Eduardo Paranhos (leader of the ABES AI WG) were other ABES representatives who attended the panels.

The exchange of ideas and cooperation between the various entities are fundamental steps towards a more efficient and innovative regulatory environment, capable of transforming Brazil into a protagonist in data protection, artificial intelligence, cybersecurity and information technology.
